iPhone videos won’t play, or take forever to load from iCloud? Here’s why and what to do

Short answer

With Optimize iPhone Storage on, older videos aren’t fully on your iPhone. The original is in iCloud and your phone keeps a smaller version, so when you tap play, Photos has to download the original first. A photo comes back in a second; a long 4K video can be gigabytes, which takes minutes on a slow connection, doesn’t happen at all offline, and frequently fails with “Unable to Load Video.”

The standard advice of switching to "Download and Keep Originals" fails when a full phone cannot fit the entire library. The most effective way to make chosen videos play instantly offline without turning off storage optimization is keeping their unmodified original files outside the optimized library container: either manually by exporting them to the Files app, or with automated pair-file integrity and instant gallery playback via Untouched.

“Unable to Load Video”

Unable to Load VideoAn error occurred while loading a higher-quality version of this video.

This is Photos telling you it tried to fetch the full-quality video from iCloud and couldn’t finish. The video isn’t lost: the original is still in iCloud. The download just didn’t complete, because of the connection, a lack of free space for the file, or an interrupted sync.

Why videos, and not photos

Apple describes Optimize iPhone Storage this way: full-resolution photos and videos are stored in iCloud, “with storage-saving versions kept on your iPhone.” Every tap on an older item means a download. For a photo that’s a few megabytes, too quick to notice. For video it’s a different scale: a minute of 4K is hundreds of megabytes (Settings › Camera › Record Video shows the exact figure for your format), so a ten-minute clip can be several gigabytes.

That’s why the typical experience is: the setting frees up a huge amount of space, photos keep working fine, and videos become the thing you can’t watch when you want to.

If you need it to play right now

  • Get on strong Wi-Fi and keep Photos open on the video until it loads. Long videos need a while.
  • Free up a little space. Downloading the full video needs free space on the iPhone. Check Settings › General › iPhone Storage.
  • Accept any pending iCloud terms. Tap your name at the top of Settings; if there’s a prompt, accept it. Syncing can stall until you do.
  • Restart the iPhone if a download seems stuck.
  • Watch it on iCloud.com from a computer. The original is there.

Fixes that stop it happening

1. Download and Keep Originals, if everything fits

In Settings › [your name] › iCloud › Photos (in iOS 27, then iPhone Storage), choose Download and Keep Originals. Every video is then on your iPhone and plays instantly.

The catch is space. Take a 256 GB iPhone that was full with a 150 GB photo library: optimizing freed well over 100 GB, and switching back would need all of it again. People in exactly that situation report the download simply doesn’t fit. For them, this isn’t a fix.

2. Keep just the videos you care about on the iPhone

There’s no setting that exempts one video from Optimize iPhone Storage; it applies to your whole library. What you can do is keep a copy outside the Photos library, where optimization doesn’t apply:

  • By hand, free: select the video in Photos, tap Share, then Export Unmodified Original, and save it to a folder in On My iPhone. Play it from the Files app. You manage the copies yourself.
  • With Untouched: pick videos in the photo picker; Untouched downloads each original once and keeps it, with every file Photos holds for the item, in its own folder. Play them in Untouched or in Files, instantly and offline. Your library stays optimized, so you keep the space you freed.

Either way the copy uses space equal to the videos you keep: a few favorite clips, not your whole library. Both options in detail.

3. Keep them on a computer or drive

For videos you watch on a big screen anyway, copy the originals to a Mac, PC or drive. Methods that keep full quality.

Common questions

Why does my iPhone video show a circle with an exclamation mark (!) in the bottom right corner?

An exclamation mark inside a circle means Photos only has a low-resolution thumbnail on your device while the full original is stored in iCloud. It appears when a download fails or pauses due to poor network connectivity, Low Data Mode, low battery, or low device storage.

Why does my iPhone video keep showing a spinning loading circle and won't play?

When you tap play on an optimized video, iOS displays a circular progress wheel in the corner while downloading the full-resolution video stream from iCloud. If you are on a restricted cellular connection, Airplane Mode, or iCloud servers are slow, the wheel spins indefinitely.

How can I watch 4K iPhone videos offline on an airplane without Wi-Fi?

In Airplane Mode without active Wi-Fi, iCloud Photos cannot download optimized videos. To ensure priority 4K videos play smoothly offline on a flight without filling your storage with your entire library, keep their unmodified originals stored locally before departure using Untouched or manual Files export.

Does adding a photo or video to Favorites prevent it from being optimized by iCloud?

No. The Favorites album is just a filter tag inside Photos; iOS still offloads favorited photos and videos to iCloud when local storage is constrained.

Why do my photos load fine but my videos don’t?

Both download from iCloud when you open them, but a photo is a few megabytes and a long video can be gigabytes. Photos finish before you notice; videos make you wait, and fail more often on a weak connection.

Are my videos lost?

No. With iCloud Photos on, the originals are stored in iCloud at full resolution. You can see them on iCloud.com, and they download to your iPhone when there’s a connection and room.

Can I mark one video as “always keep on this iPhone”?

Not in the Photos app. Optimize iPhone Storage applies to the whole library. Keep a copy of that video outside the library instead, in Files or in an app like Untouched.

Will turning off Optimize iPhone Storage fix it?

Yes, if your iPhone has room for your entire library, because every original is then stored on the device. If it doesn’t have room, the originals can’t all come back, and keeping only chosen videos on the device is the practical fix.
